Abstract

Kupang Regency is one of the areas with the highest prevalence of stunting in Indonesia. Therefore, the Kupang District Government has designed and implemented policies to prevent and reduce stunting, namely Perbub No. 49 of 2019 and Perbub No. 19 of 2021. However, policy implementation is a difficult process. Michael Howlett (2019) has developed multiple streams to understand the process of policy implementation. The purpose of this research is to analyze the implementation process of stunting prevention and reduction policies in Kupang Regency by referring to Howlett's Multiple Stream, which consists of a process stream, a problem stream, a policy stream, a politics stream, and a program stream. The research method used is descriptive-qualitative. The results of this study indicate that in the process flow, the issue of stunting that gets into the agenda setting is then formulated by BP4D. In the preparation of this policy draft, BP4D involves various OPDs and pays attention to the results of Musrenbang activities. The problem stream indicated that the problem of stunting in Kupang Regency was defined by referring to various sources of literature and related information from various related OPDs. Problem solving efforts in this policy formulated various efforts such as improving patterns of food consumption, improving behavioral awareness of nutrition, and increasing access and quality of services. In the policy stream, it is known that the Perbub No. 49 of 2019 and Perbub No. 19 of 2021 policies have involved various actors as stakeholders. In the political stream, the involvement of various stakeholders as well as community leaders as foster parents in the stunting management program in Kupang District shows that this policy has full support in the implementation process. program stream, coordinating with various sectors with the main objective of implementing specific and sensitive nutrition interventions. One of the main programs is foster care for stunted children.
