Abstract

This study aims to understand the challenges in developing a national innovation system to strengthen the bureaucratic reform agenda in the VUCA era (Volatility, Uncertainty, Complexity, and Ambiguity). A comprehensive literature review explores various scientific publications, books, research reports, and related policies to understand the main challenges in developing Indonesia's national innovation system. Some challenges identified include more cohesion and coordination between stakeholders, limited research and development infrastructure, low investment in research and innovation, and regulatory and bureaucratic constraints that affect innovation development. This literature review also highlights the important role of the bureaucratic reform agenda in overcoming these challenges. Effective bureaucratic reform can promote good governance, reduce redundant bureaucracy, and strengthen stakeholder coordination. In this context, we present relevant policy recommendations to strengthen the national innovation system and encourage cohesion between innovation development and bureaucratic reform. Hopefully, this article can provide a deeper understanding of the challenges in developing Indonesia's national innovation system in the VUCA era and the importance of the bureaucratic reform agenda in dealing with it.
