Abstract

This research described rhetorical and institutional commitment of local government in the policy implementation of Child Friendly City in Kupang City, Indonesia. Research data was obtained from non-participant observation and document review, while data analysis used qualitative analysis technique. This research found that the local government of Kupang City has strong rhetorical and institutional commitment in the policy implementation of the Child Friendly City in Kupang City. This is indicated by the ability of the local government of Kupang City to produce appropriate regulations and institutions to support the policy implementation. Local government should increase and manage well its rhetorical and institutional commitment in order that the fulfilment of child rights, and protection of child from violence and discrimination in family, society and in public service can be reached more successfully in the future.
